    Introduction

    The R&R Client Team is a new Joint Department which acts on behalf of both Houses of Parliament, and formally on behalf of the Clerk of the Parliaments and Clerk of the House. Its role is to ensure that the requirements and benefits of R&R are clear, to instruct the independent Delivery Authority in its work, and to scrutinise work on the programme to ensure value for money.

    It has a crucial role in developing the case for R&R, engaging on this and securing political and wider agreement on the strategic delivery of the programme. This is an exciting time as we have new Governance arrangements reporting to a Client Board (the Commissions of each House meeting jointly) and working through a new, highly performing R&R Programme Board including extremely senior political and external membership.

    The Role

    We have an exciting opportunity to join our Programme and Assurance team as a Project Officer.

    You will be responsible for supporting the effective delivery of projects within the R&R programme. This involves ensuring that the projects have clear milestones and deliverables, that these are communicated effectively to the Delivery Authority and that the Client Team is kept up to date on progress. You will work closely with Client Team Project Leads, Delivery Authority project managers and other stakeholders to ensure that projects are delivered on time, within budget, and to appropriate standards.

    Some of the responsibilities for this role include:

    • Working with the Client Team Project Leads and other project managers to support the establishment of planning, information management and reporting mechanisms.
    • Progress reporting of projects in consultation with programme and project colleagues; maintaining a record of milestones and deliverables and progress against those including any financial implications.
    • Adherence to reporting standards, co-ordination and production of agreed reporting methods to provide information- as necessary - to key governance bodies through the Client Team Project Leads.

    Skills and Experience

    To be successful in this role you will demonstrate:

    • Experience of working in a Project or Programme Management environment and an awareness of best practice methodologies (e.g. APM, PRINCE 2 or MSP) to monitor and deliver projects or programmes.
    • Awareness and interest in how project and programme management is undertaken on large-scale schemes at the early stage of their development (i.e. before delivery)
    • Excellent organisational skills, with the ability to work independently under pressure, and prioritise work to meet deadlines. Flexible in responding to changing requirements and circumstances.
    • Uses good interpersonal skills to build relationships and uses diplomacy to challenge, persuade and negotiate where appropriate.
    • Good communication skills which demonstrate an ability to recognise and utilise the skills of colleagues and positively influence the way the team works together while upholding the principles of diversity, equality, and inclusion.
    • Gathers information from a range of sources. Probes for further information. Identifies risks and considers alternative options to make sound decisions.
    • Develops a good understanding of and anticipates the needs of customers. Takes responsibility for delivering a high-quality service.
